Emergency Food and Shelter Program The Emergency Food and Shelter Program was created and funded by Congress to help meet the needs of hungry and homeless people throughout the United States and its territories. The program allocates federal funds to provide food and shelter. These funds are allocated and monitored by members of the community serving on Local Boards.
United Way of the Greater Capital Region provides staffing support to the Local Boards in Albany, Rensselaer, Saratoga, and Schenectady counties. The Local Boards are responsible for allocating the award provided to the county from the federal government. The funds go to agencies that provide emergency food and shelter assistance to individuals and families in our region. The Federal government has a formula that determines how much each county receives in EFSP dollars each year. Administration of grants is governed by the Local Boards of each county in United Way of the Greater Capital Region's service area. Note that awards are by population-based formulas that utilize census numbers, unemployment rates, poverty rates and other local factors.
